Local, bounded artificial intelligence with clear governance.

This policy describes the role of the MOBILAB assistant, the processing it performs, its limitations and the human responsibilities that continue to apply.

Purpose

The assistant helps partners find authorised sources, summarise excerpts, compare positions, prepare a meeting and identify missing information. It makes no decisions, grants no rights, validates no contributions and replaces neither professional expertise nor collective deliberation.

Model and licence

Mobilab currently uses a quantised Llama 3.2 1B Instruct, a small model with open weights distributed under the Llama 3.2 Community Licence. The model may change following a documented assessment of its quality, licence, compatibility, resource consumption and risks.

Download and local execution

Document search is available as soon as the service rules have been accepted. The model download, approximately 1.1 GB, starts when the user activates local synthesis in the assistant on a compatible device. WebLLM then runs the model in the browser using WebGPU. The files are kept in the browser cache to avoid downloading them again on every visit. Local synthesis can be disabled in the assistant. The files can be deleted by clearing the site's data in the browser settings.

Document search

The question is sent to Mobilab's infrastructure to search the contributions, structured data and document excerpts accessible to the account. Access rights are applied before results are returned to the browser. WebLLM generates a synthesis locally from these elements. No content is sent to OpenAI or any other generative model API.

Documentary mode

If a device does not support WebGPU, the download fails or the model is unavailable, Mobilab retains a document-only mode. This mode shows authorised results, excerpts and sources without generation by a local model.

Locally added data

Texts added only to a question are processed on the device and do not become contributions to the programme. A document is shared with partners only if the user chooses to upload it to the document space or include it in a contribution.

Limitations and verification

The model may produce an incomplete, inaccurate or biased answer, or one that contradicts the sources. Every answer must be checked against the displayed references. An assistant's answer is neither scientific evidence, legal advice, institutional validation nor a public decision.

Confidentiality and minimisation

Users must not submit sensitive personal data, secrets or information that unnecessarily identifies young or vulnerable people. The assistant cannot access individual contributions from Transition Lab LTC - PSP. Document access remains restricted by the assigned roles, territories, groups, projects and cases.

Traceability and changes

Mobilab records the accepted version of this policy, the version of the service rules, the stated model and the acceptance date. Renewed acceptance is requested when a substantial change affects the purposes, data processed, architecture, model or responsibilities.

Responsibility and reporting

Äerdschëff asbl oversees this policy and may suspend the assistant if a risk arises. Any problematic answer, inaccessible source, potential leak or unexpected behaviour can be reported to the coordination team. Decisions and validations remain the responsibility of identifiable people and bodies.
