Local authority pathway

What a municipality actually commits to.

Participation begins with a concrete task or problem. It does not oblige the municipality to buy a vehicle, fund a pilot or adopt a solution.

Participation framework

A limited, clear and reversible contribution.

ZFT Nord, ZFT Sud and TNT Chiers-Alzette are being prepared in parallel. The number of cases, resources and municipal contributions will be agreed separately. Making contact does not constitute a commitment.

What we ask for

  • Name an operational contact and a deputy.
  • Describe a real task, a target group, a route and the current solution.
  • Provide contextual data that may lawfully be shared.
  • Organise staff, sites, authorisations and local decisions.

Workload to be confirmed

  • Pre-assess a task before committing to any trial.
  • Attend meetings relevant to the case and decision gates.
  • Review territorial facts, responsibilities and the outcome sheet.
  • Prepare storage, the route and incident reporting if the case opens.

Expected benefits

  • Directly influence the questions and evaluation criteria.
  • Compare several options using shared records.
  • Make costs, maintenance and responsibilities visible.
  • Have reasoned scenarios available for local decisions.

Planned deliverables

  • Baseline and comparable information sheet for each open case.
  • Logs of use, maintenance, incidents and full costs.
  • Outcome: continue, adapt, suspend or stop.
  • A synthesis of options and reasoned recommendations, in a format agreed with the municipality.

Each gate must be explicitly passed. Time pressure alone is not sufficient to open a field site.

Check the need, scope and possible role of the municipality.

Qualification

Document the task, target group, route, baseline and comparator.

Validate legal compliance, insurance, data, safety, route and maintenance.

Local decision

Open, adapt, defer or close the case, with reasons recorded.

Not all municipalities mentioned in preparatory documents are committed partners. Lead organisations, field sites, commitment letters, budgets and roles must be confirmed for each project. The 2027–2028 timetable remains provisional.
