Edition of 5 September 2026: a protocol shared by the three projects ZFT Sud, ZFT Nord and TNT Chiers-Alzette, connected to the LTC-PSP educational strand. The proposed roles and the conditions for opening cases must be formalised with the partners.

Central research question

In which cases, for which groups and under what infrastructure, safety, maintenance, cost and governance conditions can light intermediate vehicles meet mobility needs without shifting costs or excluding certain uses?

Examination process

Six stages, from the real situation to the verdict.

The shared method aims to make cases comparable without erasing differences between territories, groups and conditions of use.

    Assess

    Open a real case with a task, a target group, a route, a baseline situation and a local lead.

  2. 02

    Authorise

    Validate legal, insurance, ethical, data, vehicle, route, safety and maintenance requirements.

  3. 03

    Observe

    Build a corpus of logs, interviews, costs, incidents, refusals, withdrawals and maintenance operations.

  4. 04

    Compare

    Align purpose, origin, destination, time slot, load and comparator as closely as possible.

  5. 05

    Interpret

    Link each proposition to supporting evidence, a contradiction and a rival explanation.

  6. 06

    Decide

    Close each case with a reasoned verdict: continue, adapt, suspend or stop.

Principles

What makes the research open to challenge and revision.

The protocol must enable citizens, associations, experts and municipal services to contribute, challenge and request revision of an interpretation.

Neutrality

Technology is not the conclusion.

Justice

Habitability varies with bodies, resources and territories.

Freedom to leave

The real ability to refuse or withdraw is part of the inquiry.

Auditability

Every verdict must be traceable to the records that support or contradict it.

Five territorial capacities

Understand, experiment, maintain, cooperate and decide.

The four working groups are: uses and groups; vehicles, safety and maintenance; governance, funding and law; data, evaluation and transfer. Decision-making remains cross-cutting and connects evidence, contradictions and responsibilities.

Scope of the inquiry

One shared method, three territorial projects.

MOBILAB Territoires brings together three projects in preparation: ZFT Nord, ZFT Sud and TNT Chiers-Alzette. Each must specify its cases, resources, timetable and agreements. The number of cases and trials is determined jointly according to available resources; targets in preliminary proposals are not automatically added together.
